A small Yorkshire agency won for foster-care recruitment — by treating it as a decision, not a lead form
Independent Yorkshire agency Swype and Foster4 have won Best Not-for-Profit Campaign (Small) at the UK Agency Awards 2026 for their foster carer recruitment campaign across Cheshire and Merseyside.
Foster4 brings local authorities across Cheshire and Merseyside together under one shared recruitment initiative. Before it, councils largely ran their activity separately, with different messages, systems and levels of performance — while competing with well-known independent fostering agencies that offered financial incentives and larger paid media budgets.
Swype’s answer was not more advertising. The agency built a joined-up digital model: new advertising accounts, cross-channel tracking, campaign structures, better search visibility and live cross-platform reporting that gave every participating council a shared view of performance. Across Google, Meta and Microsoft, it launched 178 campaigns, with search focused on high-intent, borough-level terms and paid social directing people to useful information and events.
The numbers the judges saw: 191,000 website visits through paid activity, 153 relevant keyword positions improved, and a cost per conversion 59% lower than the average of previous individual council-led campaigns. The judges described the work as a combination of “strategic clarity and operational excellence” and praised the transparency around media spend and fees.
What makes this one worth studying is the metric Swype refused to chase. Becoming a foster carer is a decision that can take months or years, so the campaign was built around the stages of that decision — awareness, education, information events, then enquiry — with concepts informed by conversations with real foster carers, tackling misconceptions about age, working while fostering and the range of options. Reporting concentrated on meaningful actions and qualified enquiries, not lead volume. As founder and creative director Wesley Holmes put it: “Winning this award means a great deal because Foster4 is work with a clear purpose.”
The campaign has also won at the Global Digital Excellence Awards 2026 and was named a finalist at the UK Paid Media Awards 2026. For small agencies, the lesson is a familiar one, proven at scale: a senior-led team that measures the right thing can out-deliver a bigger budget that measures the easy thing.
